Representatives of an architectural firm and a hospitality management company recently updated the Tappahannock Town Council regarding the Hoskins Creek Project.
Kelsey White of 510 Architects and Randy Pack of Pack Brothers Hospitality were present at a Town Council work session to detail plans for the property.
The town purchased the former Captain Thomas property in 2021 for $500,000 with the aid of a $200,000 Virginia Department of Land and Conservation VA Land Grant.
The site is a historic ferry landing and working waterfront that the town plans to preserve for public access to the waters of Hoskins Creek and the Rappahannock River.
The town was the recipient of a $1.3 million grant award in 2023 from the Boating Infrastructure (BIG) Grant. These funds will support the development of the waterfront park.
The town has also been awarded funds from the DCR Flood Fund Grant, ($69,620) and from the Virginia Department of Transportation’s Recreational Access Grant ($250,000).
The combined grant funds will be utilized to construct future features at the property such as a new road entrance, concrete floating docks, living shoreline, canoe and kayak launch, fuel station, and public restroom facilities.
In December, the town announced that Pack Brothers Hospitality will manage and operate a restaurant on the property that is scheduled to open in 2026.
The Pack Brothers will also manage the four lodging units planned above the restaurant and the new boating facilities.
White detailed the construction of the restaurant/ bed and breakfast which will feature a 1,598 square foot bar/restaurant, an additional 958 square feet for dining, and 456 square feet for private dining with a capacity of 32. The kitchen will be 1,170 square feet.
The lodging units will range in size from 506 square feet to 635 square feet. Each unit will have a balcony feature.
Randy Pack noted Pack Brothers’ current holdings include three restaurants in Suffolk, and others in Smithfield, Surry, and Hampton.
“Our concept here is casual,” said Pack who noted plans call for the restaurant to be called Tapp Seafood Company. “We like for you to understand everything on the menu and for everything to be fresh and affordable.”
He estimated the check per person expense here to be $35-40.
“That way most couples could eat there monthly and we can do more volume as well,” he said.
Pack also said the restaurant will have a welcoming environment that will be pleasing for customers.
“We are designing a restaurant here that will include all of that,” he said.
He also mentioned that reservations will not be taken.
“We have found that reservations are more of a hindrance and if we operate the restaurant properly we can keep it to not more than a 20 minute wait,” he explained.
Interior seating will be 150 with 100 seating capacity on the patio area.
Pack also said he has commitments from a general manager and a chef.
Moreover, he said the size of the second floor may allow for five units instead of four. He speculated that the per night expense for each room will be around $180.
“We’re really excited to be here,” he stated. “Our idea is for us to come here and be a part of this community.”
